PFAS risk is no longer defined by chemical restrictions alone. Global and regional frameworks continue to expand, including the Stockholm Convention, EU REACH, Washington’s Safer Products programme, Canada’s classbased CEPA approach, France’s national restrictions, and TSCA reporting. Increasingly, PFAS is being enforced and accountability is being placed directly on brands rather than on materials.

Recent enforcement actions have shown that a documented phaseout of intentionallyadded PFAS and a total organic fluorine cap, on their own, do not offer sufficient protection for brands.

In this environment, a test report, RSL, and chain of custody alone are no longer sufficient. They document input, but do not demonstrate ongoing control and leave room for gaps and risk
